Scores don't decide it. But scores are not ignored. In 2026 we looked again at Tokyo's hamburg steaks, plate by plate.
For 2026 the competition moved on from the open web vote of previous years to a vote by anonymous judges appointed by the Japan Yoshoku Association — professionals from cooking, meat, yoshoku, food manufacturing and distribution. Each judge cast a vote combining data, first-hand tasting and specialist judgement.
The candidate list was built from the restaurants that Kazuyuki Matsushima — the Hamburg Prince — chose from his own eating as Tokyo's best hamburg steaks right now, plus last year's Top 10.
The Tabelog displayed score, the Tabelog simple average and the Google rating. Last year's vote. Matsushima's first-hand knowledge. And the votes of the Association's anonymous judges, drawn from meat, cooking, yoshoku, food manufacturing and distribution. Layering all of these, the three awards below were chosen.
Hikiniku to Come, Shibuya (挽肉と米 渋谷)

The 2026 Grand Prize goes to Hikiniku to Come, Shibuya.
Hikiniku to Come stands for the contemporary form of hamburg steak: freshly ground, freshly grilled, freshly cooked rice. Three 90g patties are served in sequence, and everything — the unity with the rice, the theatre of the grill, the counter, even the booking process — is redesigned as a single dining experience.
We have confirmed that the restaurant does not serve the meat rare. The kitchen completes the cooking before serving; the grill at the counter is designed to keep the food at temperature while you eat, not to finish raw meat.
It also placed highest on the data among eligible candidates. But the Grand Prize was not awarded simply for topping the data.
Hikiniku to Come lifted hamburg steak from something you eat to something you experience. In present-day Tokyo, it has widened what this dish can be.
It goes in a completely different direction from a long-established yoshoku restaurant like Kamiya. But as a contemporary hamburg steak, a restaurant that has built the experience this thoroughly cannot be ignored. We judged it the right choice for the 2026 Grand Prize.
Restaurant Kamiya (レストラン香味屋)

The Hamburg Prince Award goes to Restaurant Kamiya.
Kamiya's hamburg steak is a plate from a long-established yoshoku restaurant. A deep demi-glace, classic garnish, white tablecloths and the service itself all make it hold together as a restaurant dish.
The price is ¥2,500, with a 10% service charge. This is not a hamburg set meal; it is the experience of eating a plate at a long-established yoshoku restaurant.
If Hikiniku to Come is where the contemporary form arrives, Kamiya is where the long-established yoshoku tradition arrives.
Kamiya has strength not only in the hamburg steak but in the plate as a yoshoku restaurant. The demi-glace, the garnish, the room — taken together, you feel the hamburg steak as long-established yoshoku.

The Data Discovery Award does not simply go to the highest score. It goes to a restaurant that is hard to see through the displayed score but emerges once several public ratings are layered together. RESTAURANT delices is the restaurant that best captures what made this year's data work interesting.

A broad meat restaurant serving sukiyaki, yakiniku and shabu-shabu, whose ratings mix several purposes of visit. Because it cannot be compared on equal terms with yoshoku hamburg restaurants, it is carried as a reference listing.

There are restaurants like Hikiniku to Come that redesign hamburg steak as a contemporary dining experience, and restaurants like Kamiya that keep refining it as a plate in a long-established yoshoku dining room.
There are restaurants like RESTAURANT delices whose standing is hard to see through the displayed score.
And there are restaurants like Grill Sakura, Akasaka Tsutsui, Grill Grand, Mont-Blanc and Gold Rush that have sustained Tokyo's yoshoku and its popular hamburg culture.
Without dismissing the energy of the web vote, we read the data, layer in first-hand tasting, and look at hamburg steak as food. The 2026 edition is a first step in that direction.
But scores are not ignored.
